Short Biography

Chiraz Abid

Sami Houerbi started his legal career in 1992 with French and German law firms in Munich (Germany) and in Paris (France).

From 1999 to 2005, he was deputy counsel to the International Court of Arbitration of the International Chamber of Commerce (ICC), where he was responsible for the management and supervision of hundreds of international arbitration proceedings.

From 2005 to 2021, Sami Houerbi acted as Arbitration and ADR Director of the ICC International Court of Arbitration for the Mediterranean, Middle East and Africa. He was in charge of organizing capacity-building trainings and creating strategic partnerships with all legal stakeholders including State representatives, in-house Counsel, lawyers and judges…

Sami Houerbi acts regularly since 2006 as Counsel and arbitrator under ad hoc and institutional international arbitrations under the ICC, DIAC, ACIC, CRCICA and Swiss Rules with proven experience in the implementation procedures of international awards.

In 2008, he founded Houerbi Law firm, where he developed a recognized expertise in the field of business, energy and construction law and international dispute resolution.

  • Counsel in several commercial, ad hoc or institutional arbitration proceedings subject to various applicable laws (French, Tunisian, Moroccan, Algerian, UAE, OHADA, etc), and in different sectors, in particular: Aeronautics (concession contract for the operating of an airport); Construction / FIDIC ( contract for the design and construction of an aluminum extrusion plant foundry; contract for renovation works in the hotel sector, etc.), Corporate (advisory agreement, restructuring of a company, share purchase agreement), Distribution (distribution contract for IT products and services); Defense (Contract to purchase armored vehicles for the national guard of a North African country)
  • Intervention in post-award proceedings In France and in Tunisia (annulment, enforcement and stay of enforcement of arbitral awards);

  • Arbitrator in institutional arbitrations :
    • Co-arbitrator in an ICC arbitration between an Italian and a Saudi company; Contract for the supply of Machinery, Equipment and materials, English Language, International commercial law, amount: 900,000 USD.
    • President of the Arbitral Tribunal in a CAIP arbitration between two French companies; contract for the sale of agricultural goods; French language; French law; amount in dispute: EUR 250,000
    • Sole Arbitrator in a CAIP (Chambre Arbitrale Internationale de Paris) arbitration (expedited procedure) between two French companies; contract for the sale of agricultural goods, French language, French law, amount in dispute: <100.000 EUR.
    • Sole Arbitrator in a CAIP arbitration (expedited procedure) between two French companies; contract for the sale of agricultural goods, French language, French law, amount in dispute: < 100.000 EUR.
    • Co-arbitrator in a CAIP arbitration between a French company and an Egyptian company; international agricultural commodity sales contract; English language; French law; amount in dispute: USD 1,100,000 (President of the Tribunal: Elie Kleiman)

Sami Houerbi is a Court Member at the Lagos Chamber of Commerce International Arbitration Centre (LACIAC), a Board member of the Tehran Regional Arbitration Center (TRAC) and a Member of the Panel of Arbitrators of Hong Kong Arbitration Center (HKIAC) and Shanghai Arbitration Center (SHIAC).

Furthermore, he is a member of the International Bar Association (IBA), the German Institution of Arbitration (DIS), the International Arbitration Institute of the French Committee of Arbitration and the Swiss Arbitration Association.

Sami Houerbi speaks four languages which are Arabic, English, French and German.
